Hello, this is 속초어때 (Sokcho Eottae). It's 9 p.m. on Tuesday, September 15. Sunset in Sokcho (속초) today was at 6:34 p.m., so two and a half hours have passed since the sun went down, and the temperature outside right now is 20°C. The daytime high was 23°C, so 3 degrees have settled out as night came on — at this temperature your arms start to feel a little cool walking the beach in nothing but short sleeves. The chance of rain was hanging fairly high today at 81%, but the sky is clear right now. Some humidity is still left, though, so if you're heading out for a night walk it's better to bring along a light outer layer.
Right now, at this hour, Sokcho's sea and sky
As of 9 p.m. the water temperature off Sokcho is 23.8°C and the wave height is 0.6 m. A wave height of 0.6 m is the level where you can barely hear the water hitting the breakwater, so tonight at the shore the sound of people will carry louder than the sound of the waves.
- Tonight's low tide is at 11:24 p.m. (tide level 26 cm). The water will keep going out for the next two and a half hours. For anyone planning to look around the shore rocks along Oeongchi Badahyanggiro (외옹치 바다향기로) or over by Yeonggeumjeong (영금정), this is the window when the water is out the furthest, but walking on wet rocks at night is not something we recommend. Those stretches are slippery even in daylight.
- Tomorrow's sunrise is at 6:08 a.m., and high tide is at 5:19 a.m. The sunrise and the high tide sit just 50 minutes apart, so anyone aiming for tomorrow morning's sunrise will be looking at a sea with the water well up. The sand will be narrower than usual, so set your tripod a little further back.
- Tomorrow's forecast for the waters off Sokcho is waves of 0.5–1.0 m and winds of 4–8 m/s. A little higher than today, but still on the calm side.
A water temperature of 23.8°C is still warm for mid-September. That said, Sokcho's swimming beaches have all closed already, the last being Deungdae Beach (등대해수욕장) on August 30. You shouldn't go into the water just because of the temperature — please be sure to remember that these are beaches with no lifeguards right now.
Today's news: a 27.5 billion KRW childcare hub has been sketched out for Yeongnang-dong
The item that stood out most in Sokcho's local news today was word that the blueprint for the Sokcho Childcare Complex Support Center has been drawn up. Sokcho City held an interim briefing on the architectural planning services on September 8, and the contents were compiled and made known over the course of this week.
- Location: the area around 148-134 Yeongnang-dong (영랑동)
- Total project cost: 27.508 billion KRW
- Scale: 4 stories above ground, total floor area of 2,968.15㎡ (about 900 pyeong)
- Schedule: construction starting in 2028, opening targeted for 2029
- Functions going in: an indoor playground and hands-on spaces, a childcare support center, a shared-childcare gathering space, and rest and education spaces
The interim briefing was attended by Sokcho Mayor Lee Byung-sun and Deputy Mayor Tak Yeon-mi, along with officials from daycare centers, local children's centers and the family center, and representatives of teachers and guardians as well. Practical talk was exchanged, reportedly: how to divide up the space floor by floor, how to route the children's movement, which floor to put the indoor playground on. Sitting down the people who actually get around with a child in tow, at the design stage, means something. A curb a stroller can't get over, a restroom with nowhere to change a diaper — you simply can't see those things from a drawing.
Why this news matters to travelers too
You might say, "Isn't a childcare facility a story for residents?" — but in Sokcho it isn't. Sokcho is a city in the 80,000-population range that tens of millions of tourists pass through every year. And a good share of those tourists come with children.
The problem is rainy days. The core assets of a Sokcho trip — the sea, Seoraksan (설악산), the lakeside walking paths — are mostly outdoors. When the sky falls in, the places to go suddenly disappear. We look at tourist-site congestion every day running 속초어때, and on days when it rains, the pattern of people piling into a few indoor attractions all at once repeats almost every single time. On Sunday, September 6, when the chance of rain was 98%, 학사평 순두부마을 (Haksapyeong Sundubu Village) was "very congested" all day, and on Saturday, August 29, when the chance of rain was 100%, only one of the six most congested places had a roof. With nowhere to go, people crowd into what there is.
For a family that has come with a child, it's felt far more sharply. Holding out two hours in a café is hard on the child and the parents both. A 900-pyeong indoor playground going up in Yeongnang-dong, right in the middle of town, is childcare infrastructure for residents, but for travelers it also means one more shelter for rainy days. Yeongnang-dong sits between Yeongrangho (영랑호) and Sokcho Beach, in a spot with good downtown access, so many people will be able to walk there from their lodgings or get there within 10 minutes by car.
There's a part to look at coolly, though. Construction starts in 2028, opening is in 2029. It opens its doors around the time a child coming out of diapers now enters elementary school. Which means it isn't a facility that helps with this autumn's trip. You'll have to prepare separate cards you can use right away.
Until then, the indoor cards you can use on a rainy day in Sokcho
Since we can't wait for 2029, here's a rundown of the indoor spaces that exist now. Note that many of the places below are closed on Mondays or shut their doors at 5–6 p.m. If you're making plans at 9 p.m. like tonight, be sure to make a phone call or check the official website tomorrow morning before you move.
- Sokcho Municipal Museum and Displaced Persons' Folk Village (속초시립박물관·실향민문화촌) — it has indoor exhibits together with an outdoor recreated village, which makes it especially usable when the rain comes and goes. From October, small concerts will also be held in the museum yard every Sunday.
- National Mountain Museum (국립산악박물관) — it finished three weeks of closure and reopened on September 8. It sits on the way toward Seoraksan, so it works as an alternative when a hike falls through because of rain. It has a climbing experience facility, and children tend to respond well to it.
- Sokcho Education and Culture Center and Sokcho Education Library (속초교육문화관·속초교육도서관) — spaces operated by the Gangwon State Office of Education; they have a children's materials room, which makes them good for spending a rainy afternoon quietly. The biggest advantage is that they're free.
- Expo Tower and the Cheongchoho (청초호) Lake Park area — as of right now Cheongchoho is "congested" and Cheongchoho Lake Park is "moderate." When it rains, people pile into the indoor viewing spaces.
To give you one more tip: on a rainy day in Sokcho, the side that moves first, between 10 and 11 a.m., wins. Indoor facilities generally start getting crowded after lunch. Dawdle at your lodging in the morning and set out at 1 p.m. and you'll be blocked starting from the parking lot.
Where it's crowded now, and tomorrow morning's traffic
As of 9 p.m., the Daepohang (대포항) Observatory and Cheongchoho are "congested." 켄싱턴호텔 설악 (Kensington Hotel Seorak), Sinheungsa (신흥사), Cheongchoho Lake Park and Oeongchi Port are at the "moderate" level. The Daepohang Observatory being crowded even at 9 p.m. is by now close to a fixed pattern in Sokcho. It's the time slot when people who have eaten dinner and come out for the night view pile in, so parking lot turnover is slow. If you're setting out now, it's faster to park on the outskirts and walk in than to aim for the lot inside Daepohang.
As for the access roads, all three — Misiryeong-ro (미시령로, toward Seoul), Donghae-daero (동해대로, coast and downtown) and Seoraksan-ro (설악산로, toward Seorak) — are flowing freely. At 1 p.m. today all three were slow-moving, but they loosened up completely as night fell. If you're planning to head up to Seoul before the day is out, now is the best timing.
Starting tomorrow: buy seafood and get 30% back
Starting tomorrow, Wednesday, September 16, a Chuseok Onnuri Gift Certificate rebate event begins at 속초관광수산시장 (Sokcho Tourist and Fishery Market). It's an event Gangwon State is running at three traditional seafood markets in the province — 도래미시장 (Doraemi Market) in Wonju, 황지자유시장 (Hwangji Free Market) in Taebaek, and 속초관광수산시장.
- Period: September 16 (Wed) – 20 (Sun), 5 days
- Benefit: up to 30% of the purchase amount for domestic seafood refunded in Onnuri Gift Certificates
- Cap: 20,000 KRW per person for the event period
- How: after buying domestic seafood at a participating shop, submit the receipt from the day of purchase at the rebate booth inside the market
There are two conditions here that are easy to miss. First, it has to be domestic seafood. Imported products don't qualify, so check the country of origin before you pay. Second, it has to be a same-day receipt. Taking in something you bought yesterday today won't do. The cap is 20,000 KRW per person, so buying about 67,000 KRW worth at once is the calculation that fills the ceiling, and if there are several of you in the family, it's to your advantage for each person to pay and each person to claim the rebate.
Chuseok holiday D-9: what to sort out now
As of today there are 9 days left until the Chuseok holiday. Here's a short rundown of what's good to have sorted out at this point.
- The Hometown Love Donation thank-you gift special event runs until September 30. It's an event where donating to Sokcho gets you an additional thank-you gift, though the point that Sokcho residents cannot donate to Sokcho still stands.
- Lodging is effectively at the closing stage. Search volume for Sokcho accommodations during the holiday has already jumped sharply, so if you haven't secured a place yet, it's better to decide tonight.
- If you're counting on Seoraksan's autumn foliage, look at your schedule again. The first autumn colors on Seoraksan are forecast for around September 30, so during the holiday it will still be closer to green. If foliage is the purpose, the week after the holiday is the accurate one.
- Sokcho has been selected as the Gangwon Tourism Foundation's recommended travel destination of the month for September. The recommended route links Seoraksan National Park, a walk along Seorak Hyanggiro (설악향기로), Cheoksan Hot Springs (척산온천) and the 관광수산시장. Seorak Hyanggiro is a 2.7 km loop that includes a skywalk and a suspension bridge, and there's no admission fee.
To sum up

That a story about four years from now and a story about tomorrow morning came out on the same day seems to show the speed at which Sokcho is moving right now.
