Hello, this is 속초어때 (Sokcho Eottae). It is 4 a.m. on Monday, September 7. Right now in Sokcho (속초) the temperature is 20°C, a northeasterly wind is blowing lightly at 3 m/s, and a fine rain began moving in after 3 a.m. Open a window and the smell of the sea rises before the smell of rain — the kind of early morning particular to Sokcho in early September.
But the first thing I want to bring up this morning is not the weather. Exactly 30 hours from now, tomorrow (September 8) at 10 a.m., applications open for a mountain trail in Sokcho that opens just one day a year. Last year the quota filled up only 40 minutes after registration opened. If you are reading this in the early hours today, it is not too late.
First, the situation in Sokcho at this hour
Today's weather in Sokcho comes down to rain in the morning, clearing in the afternoon. The light rain that began at 3 a.m. passes through a 60% precipitation-probability window between 6 a.m. and noon, continues until around 3 p.m., and clears to sunny around 6 p.m. The rainfall itself is on the order of 0.1–0.2 mm per hour, so it is not a downpour. Bring an umbrella, but you will not need it open all day long.
Temperatures start at 20°C in the early morning and rise to 25°C around 3 p.m. Considering the late heat that lasted through last week, that is a clearly lower figure. It drops back to 20°C at night, so if you are spending the day in Sokcho, it is better to bring one light outer layer. On days when the sea breeze comes in from a northerly direction, it feels 2–3 degrees colder than the actual temperature.
- Sea — Water temperature 24.3°C, waves 1.3–1.5 m. There is some swell for swimming, and more importantly, the beaches in Sokcho have all already closed.
- Sunrise and sunset — Sunrise 6:00 a.m., sunset 6:47 p.m. Sokcho's sunrise, which had been in the 5 o'clock hour all the way from spring, moved up into the 6 o'clock hour today, with yesterday's 5:59 a.m. as the last of them. This is the period when daylight shortens by three minutes a day.
- Tides — 3-mul (third tide). Low tide 4:58 a.m., high tide 10:45 a.m., low tide again 7:02 p.m.
Let me go over the beaches once more. Sokcho, Oeongchi (외옹치) and Cheongho (청호) beaches closed on August 23, and Deungdae (등대) Beach, which had extended its season, closed on August 30. As of today, it is the eighth day with not a single beach open in Sokcho. Lifeguards, buoys, shower facility operations — all of it has ended. Waves of 1.3 m may not look that high to the eye, but 1.3 m in a sea where no one is watching is an entirely different story. This summer in Sokcho there was also an accident in which a person in their 30s lost their life while snorkeling at a non-designated beach. Just up to the ankles, just for a photo, just this much — that state of mind is where accidents begin.
Tomorrow at 10 a.m. — Dalmabong, open one day a year
Now to the main point. The 61st Seorak Cultural Festival (설악문화제) will be held from October 2 to 4 around the Sokcho Expo Lawn Plaza (엑스포 잔디광장) and Seorak Rodeo Street (설악로데오거리). But before the main festival, on September 20, the pre-event program <Dalma! Ridge Trail Walk (달마! 능선길 걷기)> takes place. And applications for it begin tomorrow, Tuesday, September 8, at 10 a.m.
The reason this program is special is simple: Dalmabong (달마봉) is a place you cannot normally climb. At 635 m above sea level, it is a peak behind Seorak-dong (설악동) where a rocky ridge rises in the shape of a figure of the Buddha, and because it is not an official trail, this event day is in practice the only day you can legally set foot on it. On Seoraksan (설악산) you can ride the cable car up to Gwongeumseong (권금성), and you can reach Daecheongbong (대청봉) if you line up from dawn, but Dalmabong is this one day a year and no other.
So competition is fierce. At last year's 60th festival, all 500 spots were filled about 40 minutes after registration opened. This year it is again 500 people on a first-come, first-served basis, under the same conditions.
How to apply — text message only, no on-site registration
This is where people miss out every year. Let me lay it out.

- Capacity — 500 people, first come, first served

- Registration number and required format — provided in the notice on the Sokcho Culture & Tourism Foundation (속초문화관광재단) website. Go in today in advance and save the number in your phone.
As a practical tip, writing out the text you will send today and saving it as a draft is what decides it. Filling up in 40 minutes means a large share of applicants pile in during the first five minutes. If you only start typing your name and date of birth once it hits 10 o'clock, you are already too late. Have the text finished in the format given in the notice, and at 10:00 sharp all you have to do is press send. If family or companions are going with you, sending simultaneously from each person's phone gives you better odds.
Here is the course — it is an early start
The event day is Sunday, September 20, at 7:30 a.m., and the gathering and departure point is Seolhyang Park (설향공원) in Seorak-dong. The course starts at Seolhyang Park, follows Seorakhyanggi-ro (설악향기로), passes Parking Lot C and Mogujae (목우재), climbs Dalmabong, and then comes down through Gyejoam (계조암) and Sinheungsa (신흥사) to Seoraksan Sogongwon (소공원).
The 7:30 a.m. departure time is the key. It is a 20–25 minute drive from downtown Sokcho to Seorak-dong, and allowing time for parking and check-in, you need to leave downtown between 6:30 and 6:45. Sunrise that day is around 6:12 a.m., so you would be leaving home about 30 minutes after the sun comes up. If you are coming from out of town, I recommend staying a night in Sokcho the day before. You could also leave Seoul before dawn and come over via Misiryeong-ro (미시령로), but weekend early-morning traffic heading toward Seorak is heavier than you would think.
Pack as you would for a mountain trail. The section from Mogujae up to Dalmabong is an uphill mix of rock and ropes. You need hiking boots with good grip, gloves, more than 1 L of water, and trail snacks. In late September the Seoraksan ridges run more than 5 degrees colder in the morning than downtown, so put a windbreaker in your pack too. Summer sandals or running shoes will not do.
For reference, this year's first autumn foliage on Seoraksan is forecast for between late September and early October. Dalmabong on September 20 will still be closer to green, but the view of downtown Sokcho and the East Sea (동해) looking down from the ridge is overwhelming regardless of the foliage.
Even if you miss Dalmabong, the Seorak Cultural Festival is still open
Not making it into the 500 is not the end. The 61st Seorak Cultural Festival is recruiting citizen and organization participation programs through September 11.
- Experience booths — about 55 teams (25 at the Expo Lawn Plaza, 30 on Seorak Rodeo Street). Operating October 2–4.
- Street parade — about 30 organizations. Groups or clubs of 10 or more may apply, and selected teams receive a modest appearance fee. It runs twice on October 3, at 2 p.m. and 5 p.m., on Seorak Rodeo Street.
The main festival also includes a mountain spirit rite, a memorial rite for mountaineers, and a Seoraksan concert. As befits a festival that has continued in Sokcho for more than 60 years, it has less the character of an event for tourists and more that of a local rite (祭儀), and for that very reason it leaves a strong impression on visitors from elsewhere.
Places to spend this rainy morning indoors
Rain is forecast all morning today. The indoor route 속초어때 recommends today is 속초문화예술회관 (Sokcho Culture & Arts Center). Its September lineup is unusually packed.

The exhibition halls have almost no days off either. The 5th S-RGB members' exhibition runs through September 11, the Yeongrangho (영랑호) Chilseok Culture Festival exhibition from the 12th to the 16th, and the Harmony of Waves, Light and Reflection photo exhibition from the 17th to the 22nd. That said, performance and exhibition schedules can change due to the organizing groups' circumstances, so I recommend checking once before you head out.
If you are looking for an indoor alternative on a rainy day, 속초관광수산시장 (Sokcho Tourist & Fishery Market) is still a strong option. The inner part of the market has a continuous roof, so you can walk a fair stretch of it without an umbrella.
Chuseok D-18, and why you should move now
Chuseok (추석) in 2026 falls on Friday, September 25, with the holiday running from Thursday the 24th to Saturday the 26th. As of today, that is D-18.
Just look at one number. In one lodging booking platform's analysis of accommodation searches for the Chuseok holiday, Sokcho ranked 4th in the country after Jeju, Busan and Seoul, with search volume up 324% — the largest increase among domestic destinations. Korea Tourism Organization statistics also show that domestic tourist spending in Sokcho in the first half of this year rose 8.2% from the same period last year. If you have not yet secured holiday lodging and a rental car, this week is effectively the last window at reasonable prices.
A word in advance about getting into the city as well. Even as of this morning, all three arteries — Misiryeong-ro (toward Seoul), Donghae-daero (coast and downtown), and Seoraksan-ro (toward Seorak) — are showing slow-moving traffic. If it is like this before dawn on a weekday, you can imagine the daytime hours over the holiday. Entering Sokcho before 10 a.m. or after 8 p.m. is still the right answer.
