Hello, this is 속초어때 (Sokcho Eottae). It is Saturday, August 22, 12 noon, and right now it is raining in Sokcho (속초). The temperature is 26°C, and today's high is also 26°C, with a low of 24°C. It is a day you rarely get in summer in Sokcho, with only a 2-degree swing over the whole day. The chance of precipitation is 99%, so you can assume that at some point today you will definitely get rained on.
But the number to watch most closely in Sokcho today is neither the temperature nor the chance of rain. It is that the three main roads leading into Sokcho are all congested right now. There is a clear reason why three roads back up at once on a rainy Saturday afternoon, and once you know it you can plan your whole day completely differently. Let me start with that story.
Misiryeong-ro, Donghae-daero and Seoraksan-ro are all congested right now
As of 12 noon, the inbound traffic situation is as follows.
- Misiryeong-ro (미시령로) toward Seoul - Congested
- Donghae-daero (동해대로) toward the coast and downtown - Congested
- Seoraksan-ro (설악산로) toward Seorak - Congested
Usually on a weekend morning Misiryeong-ro is the first single road to back up, and the downtown roads gradually fill in from around lunchtime. Today, though, the axis coming in from Seoul, the axis running north-south along the coast, and the axis branching off toward Seoraksan (설악산) are all congested at the same time. This is not simple weekend congestion but a situation where three streams of demand overlap toward one point.
The reason is Waterbomb, which I will cover in detail below. From 1 p.m. today, Waterbomb Sokcho 2026 is being held on the outdoor grounds of 한화리조트 설악 쏘라노 (Hanwha Resort Seorak Sorano). Cars heading toward Seorak-dong have been pouring in all morning, and the rain came on top of that. When it rains, people move from the sea to indoors and from walking to driving, so the number of cars on the road itself increases. Add the condition of it being the last weekend of the summer peak season, and this is the result.
A practical tip: if you are planning to head toward Seorak at this hour, the 30 minutes just before 1 p.m. will be the worst stretch of the entire day. That is when the last wave of cars trying to arrive by the start time piles in. Conversely, if you are already in downtown Sokcho, it is better not to drive toward Seorak-dong this afternoon. Switching to plans you can handle within downtown is a far better use of your time.
Waterbomb Sokcho, today from 1 p.m. to 10 p.m.
Waterbomb Sokcho is being held for the fourth consecutive year. It runs for nine hours, from 1 p.m. to 10 p.m., on the outdoor grounds of 한화리조트 설악 쏘라노, and the lineup includes Rain, Jeon Soyeon, Lee Youngji, BIBI, Simon Dominic, and Tiger JK & Yoon Mirae. The city of Sokcho expects an audience of about 10,000 and has completed a joint on-site inspection with the police station, the fire station and the organizer.
The inspection covered stage structure safety, heat-wave facilities and emergency evacuation routes, and the city said that guidelines for crowded areas will be shared in advance through official social media. On a rainy day like today the ground becomes slippery and additional rain-related notices may go out, so if you are planning to attend, check the official channels one more time before you leave. Details on shuttles and parking follow the organizer's announcements.
And there is one thing you should be sure to remember. The city of Sokcho said it will deploy drunk-driving enforcement and traffic control personnel after the event ends. With 10,000 people leaving at once at 10 p.m., the roads around Seorak-dong are likely to be quite congested right after it finishes. If you are driving, it is actually faster to let 30 minutes to an hour pass somewhere nearby after the show.
To connect this concert with the downtown commercial district, the city of Sokcho is distributing a list of late-night restaurants through its official social media. The intent is that instead of leaving right away after the concert, you have a late dinner downtown - and from the attendee's point of view it is a way to avoid the congestion and get a meal too, so it benefits both sides.
Tomorrow is the last day for the beaches
This year Sokcho's beaches opened on July 3 and run through August 23, for a total of 52 days. Four beaches are included: Sokcho, Deungdae, Oeongchi and Cheongho. In other words, today and tomorrow, just two days, are the last of this summer. Night opening ran from July 21 to August 12 and has already ended, so swimming hours are back to closing at 6 p.m.
Here are today's sea conditions.
- Water temperature 25.3°C - warm enough that your body will not get cold even after a long time in, just right for swimming.
- Wave height 0.3 m - quite calm by summer East Sea (동해) standards.
- Air temperature 26°C, water temperature 25.3°C - less than one degree of difference between out of the water and in it.
And here is today's curious point. Rain is all but certain, but the sea itself is in pretty good condition by this summer's standards. Many people give up on the beach entirely on rainy days, but in fact, while you are in the water the rain is not much of a problem. The real problem comes after you get out. With the temperature only at 26°C and rain falling, the perceived temperature drops sharply, and you have to walk back to your car holding wet clothes and wet belongings.
So if you are planning to get in the water today, I recommend bringing a large waterproof bag, a change of clothes, and one more dry towel than usual. It is a day when an umbrella is more useful than a parasol, and it is much easier to leave your things in the car and take only the bare minimum down with you. Also, when it rains, lifeguard operations and swimming restriction criteria can change depending on conditions on the ground, so when you arrive, please check the announcements and the posted flags first.
The tide is 2-mul, high tide at 09:08 and low tide at 18:24
Today's tide in Sokcho is 2-mul (2물). High tide falls at 9:08 a.m. and low tide at 6:24 p.m. The East Sea does not have a large tidal range like the West Sea (서해), so today's difference in height between high and low tide is under 20 cm. That means it has little effect on swimming itself.
Still, two things are worth knowing. First, the 6 p.m. swimming cutoff almost exactly overlaps with today's low tide. Those going in late in the afternoon will see a beach with the water pulled back a bit more than usual. Second, 2-mul is a period of weak currents, so it is not a particularly favorable tide for anyone planning to fish off breakwaters or rocky shores. And with rain on top of it, the rocks carry a high risk of slipping accidents. I recommend not pushing it today.
Six places are very crowded, and today the answer is to shift your timing
As of 12 noon, the places marked as very crowded are as follows.
- 금호리조트 설악 (Kumho Resort Seorak)
- 동명항 (Dongmyeong Port)
- 속초등대전망대 (Sokcho Lighthouse Observatory)
- 속초해수욕장 (Sokcho Beach)
- 학사평 콩꽃마을 순두부촌 (Haksapyeong Kongkkotmaeul Sundubu Village)
- 한화리조트 설악 워터피아 (Hanwha Resort Seorak Waterpia)
This list captures exactly what Sokcho is like today. The lodgings and water park on the Seorak-dong side, and the sundubu village as well - the entire Seorak axis is very crowded. It is precisely the stretch that overlaps with the route taken by Waterbomb attendees. On top of that comes the coastal axis of 동명항, 속초등대전망대 and 속초해수욕장. Rain does not reduce the number of people; they simply move indoors and into their cars.
On a day like today, what we at 속초어때 recommend is shifting your timing rather than changing your destination. Specifically, like this.
- Have lunch after 1:30 p.m. rather than at 12. The sundubu village is busiest in the 30 minutes either side of noon. Past 1:30 p.m., the waiting lines get noticeably shorter.
- Push Seorak-side plans to after 1 p.m., or to tomorrow. Inbound traffic peaks at the concert's start time.
- Save 동명항, 영금정 (Yeonggeumjeong) and the lighthouse observatory for the evening. As the rain eases off, the crowds thin out along with it.
- Giving up on parking right in front of your destination is faster. On a rainy day, the time spent circling the lot in front of your destination is longer than the time it takes to walk.
A word for residents as well: this afternoon and around 10 p.m. tonight, it is best to avoid traveling through the Seorak-dong area and its access roads. In particular, after the concert ends at 10 p.m. there will be drunk-driving enforcement along with traffic control, so it helps to have a detour route in mind in advance.
Here is what to expect tonight and tomorrow
According to weather information, expected rainfall on the Gangwon (강원) east coast today is around 5-20 mm, and in inland Gangwon and the mountains there will be places where showers continue until early morning on the 23rd. In other words, downtown Sokcho on the coast is less a case of pouring rain all day than of a very high chance of rain with intensity that rises and falls. Be sure to bring an umbrella, but it does not mean scrapping your whole day's plans.
Tomorrow is the last day the Sokcho beaches operate. Once the open season ends, lifeguard deployment and amenity operations finish, so today and tomorrow are the only days you can safely get in the water in a managed environment. If you had any plans to at least dip your feet in the sea at Sokcho this summer, there really are no days left to postpone because of rain.
For reference, Sokcho's beaches passed 450,000 visitors within a month of opening, and Sokcho's de facto population averages 716,000 per month, the second highest in Gangwon-do after Gangneung (강릉). These numbers also mean that which day of the week and which time of day you choose determines the quality of your trip. Even at the same place, shifting by just two hours can get you a completely different Sokcho.

You may be disappointed that it is a rainy Saturday, but today the sea in Sokcho has 0.3 m waves and a water temperature of 25.3°C. Those are conditions that are hard to come by even if you wait all summer, and they happen to fall on the last two days. Pack one umbrella and one extra change of clothes, and you can still make today a good day.
