Hello, this is 속초어때 (Sokcho Eottae). At 8 a.m. on Saturday, August 29, Sokcho (속초) is 23°C with rain falling. And on this rainy morning, six major tourist spots in Sokcho are already registering as very crowded. Today's post starts by going through these six one by one. To give you the conclusion first, of the six, there is exactly one place where you can fully stay out of the rain.

A wave height of 0.7m counts as calm by East Sea (동해) standards. Compared with yesterday, when the waves were well over 1m, the sea itself is actually in a settled state. The problem isn't the sea, it's the sky. On a day with rain forecast all day, if you head down to the water looking only at the wave height number, it isn't your feet that get wet — it's your whole body. Today, the 100% chance of rain is a far more important number than the wave height.
Six spots are 'very crowded' in the rain, and only one has a roof
The places marked very crowded this morning are six: Sokcho Beach (속초해수욕장), 한화리조트 설악 워터피아 (Hanwha Resort Seorak Waterpia), Dongmyeong Port (동명항), Jangsa Port (장사항), 부엉이전시관(해피아울하우스) (Bueongi Jeonsigwan / Happy Owl House), and 속초관광수산시장 (Sokcho Gwangwang Susan Sijang). Sorted by character, they break down like this.
- Fully outdoors: Sokcho Beach, Dongmyeong Port, Jangsa Port — there is effectively no space to get out of the rain. Dongmyeong Port and Jangsa Port in particular have wide, open breakwaters and wharves, so the wind and rain blow straight in.
- Half indoors: 속초관광수산시장 — arcade-covered stretches and uncovered alleys are mixed together. 워터피아 — its structure combines indoor pools with outdoor slides, so when it rains visitors pile into the indoor area and the crowding you actually feel is far higher relative to the floor area.
- Fully indoors: just one place, 부엉이전시관(해피아울하우스).
In other words, the fact that six places are busy today doesn't mean all six are 'worth going to.' On a rainy day, the ports are busy mostly because of cars coming to buy raw fish and people who step out for a moment to look at the sea, take a photo, and leave; they aren't really places where you can stay for long. When you check crowding levels on 속초어때, I recommend you keep 'busy' and 'somewhere you can stay a while' clearly separate.
Today's route with the least rain on you is the market arcade
속초관광수산시장 has become distinctly easier to walk now that the timed car-free street has settled in. Vehicle traffic is restricted on two stretches, Jungang-ro 147beon-gil (중앙로147번길) and Jungangsijang-ro (중앙시장로), from 10 a.m. to 6 p.m. The merchants' loading and unloading happens before and after the restricted hours. There's a particular reason this setup works in your favor on a rainy day. Normally you'd have to hug the edge of the road with your umbrella up, dodging passing cars, but during the restricted hours you can walk down the middle of the street, which greatly reduces the bottleneck of umbrellas bumping into one another.
That said, the market is already very crowded today. As a practical tip, just before the car-free street starts at 10 a.m., around 9:30, is the most relaxed. Buy the items with long lines, like dakgangjeong or sundae, in that window, and after 10 a.m. it's better to work slowly through the inner alleys of the market. For parking, rather than hunting for a street spot around the market, putting your car in a public parking lot and walking in ends up being faster. Pushing your car into the restricted zone often takes more than 20 minutes just to get back out.
Today's event in Sokcho matters more to parents than to tourists
Today, Saturday, August 29, the Gangwon Special Self-Governing Province Office of Education's '2026 High School Credit System Fair for Middle School Students' is being held at 속초청소년수련관 (Sokcho Cheongsonyeon Suryeongwan). Among the province's four regions (Sokcho, Chuncheon, Gangneung, Wonju), Sokcho goes first. 29 schools are taking part, and the program runs along three tracks.
- Understand the high school credit system — a supervisor from the provincial office of education explains the high school credit system, high school student assessment and school records, high school admissions, and vocational high schools.
- Get career and academic counseling — receive 1:1 tailored counseling with the teacher in charge.
- Visit the high schools — teachers from general, specialized vocational, and special-purpose high schools introduce each school's curriculum in person.
Participation is by advance registration; you can apply through the fair's information website or the QR code on the promotional poster, and inquiries go to 033-744-0771. For parents in Sokcho, Goseong (고성), or Yangyang (양양) with a third-year middle school child, it's significant that today is the first session held in the province. There's something for travelers to know as well: when a rainy Saturday + a large indoor event overlap, parking conditions around Joyang-dong (조양동) get worse than usual. If you're planning to head in that direction, give yourself a little extra time.
Why all three access roads are backed up
This morning Misiryeong-ro and Seoraksan-ro are congested and Donghae-daero is slow-moving. There are clear reasons all three directions back up at once on a rainy weekend morning. Vehicles coming over from Seoul funnel into the Misiryeong Tunnel, traffic toward Seoraksan (설악산) — group and hiking vehicles that didn't change their plans despite the rain — heads straight up, and on the coastal road cars that have slowed down because of the rain string out one after another.
- The Misiryeong Tunnel section is a stretch where fog forms often. On rainy days your view can suddenly blur at the tunnel exit, so slow down as you come out.
- The coastal section of Donghae-daero has a slippery surface where seawater and rainwater mix. Especially when pulling away after waiting at a light, it's best to leave a wider gap than usual with the car behind you.
- Seoraksan-ro reverses direction in the afternoon, when descending vehicles pile up. If you went up in the morning, coming down before 4 p.m. lets you avoid a good portion of the congestion.
The sea may look calm, but this is the most dangerous time
Sokcho Beach, Oeongchi Beach (외옹치해수욕장) and Cheongho Beach (청호해수욕장) already closed on the 23rd, and only Deungdae Beach (등대해수욕장) is running an extended season through August 30. In other words, today and tomorrow are the last days you can enter the water with management staff on duty. Rain is forecast all day today, so it's hard to recommend getting in at all, and even if you do, you should stay within the hours and zones where lifeguards are working.
Recently there was a tragic accident in which a person in their 30s died while snorkeling in the waters off Sokcho. The reason accidents like this rise particularly at the end of August is simple. The water is still warm enough at 25.5°C and the waves look calm at 0.7m, but most beaches have closed, so there is no longer anyone keeping watch. It isn't that the sea got better — it's that the eyes watching it are gone. Please especially avoid entering the water in undesignated areas like closed beaches, the ends of breakwaters, or the rocky shore on a day like today. Today's low tides are at 09:27 and 22:18, and high tide is at 15:27. In the hours when the tide turns, the current changes noticeably even close to shore.
Here's how to put your day together
- Morning: arrive at 속초관광수산시장 around 9:30 → take care of the long-line items first → after the car-free street starts at 10 a.m., stroll the arcade section
- Lunch: an indoor restaurant inside the market or around Gyo-dong (교동). On a rainy day, warm soup dishes turn tables faster than mulhoe.
- Afternoon: fully indoor courses like 부엉이전시관 or 속초시립박물관 (Sokcho Sirip Bangmulgwan). The municipal museum has been getting good reviews lately — visitors this summer numbered 26,000, up 32% from last year.
- Evening: If you'd planned on 워터피아, late August is when the season changeover moves the closing time earlier, so be sure to check that day's operating hours on the official website before you set out. Sunset is at 19:00.
One more thing for those already lining up their next trip: on September 19, the madanggeuk play '쪽빛황혼' (Jjokbit Hwanghon) will be performed in Sokcho, and residents of the Seorak area get a 50% discount.
