It is not the kind of rain that has you walking around with an umbrella up, but it is not a number low enough to completely rule out a sprinkle or two overnight either. The sea is very calm again today, with waves of 0.3 m and a water temperature of 23.7°C. As for Korea Meteorological Administration advisories, there are none currently in effect.
But if you look at Sokcho's real-time congestion levels this evening, there is something a little odd. Three places are logged as 'very crowded' — 켄싱턴호텔 설악 (Kensington Hotel Seorak), 부엉이전시관(해피아울하우스), and 한화리조트 설악 워터피아 (Hanwha Resort Seorak Waterpia) — and one of them is a place where viewing already ended an hour ago. On top of that, it is closed entirely tomorrow. If you are sleeping in Sokcho tonight, or are coming over Misiryeong (미시령) right now, it is best to sort out this part first and then plan tomorrow's schedule.
The Three 'Very Crowded' Spots at 7 p.m. Are Completely Different in Nature
All three share the fact that they are in the Seorakdong (설악동) area, but what the label means at this hour is completely different for each.
- 부엉이전시관(해피아울하우스) — Viewing hours are 10:00–18:00 (last admission 17:30). In other words, the 'very crowded' reading at 7 p.m. does not mean visitors are packed inside; it is closer to a number created by cars leaving after their visit and by the movement of traffic nearby. If you set out now, it is a wasted trip.
- 한화리조트 설악 워터피아 — The opposite. The Night Spa has just started at 19:00 and runs until 21:30. It is crowded right now because people really are going in.
- 켄싱턴호텔 설악 — This is lodging. Sunday evening check-in overlaps with the dinner hour, which is a sign that quite a few people are staying the night in Seorakdong today.
The key point is that even behind the same four-character label 'very crowded', places you can still go to and places that are already finished are mixed together. Move based on congestion alone and you will end up turning your car around in a closed parking lot.
Places in Sokcho That Are Closed Tomorrow, Monday, September 14
The fact that many cars are coming in on Sunday evening means that just as many people will be moving around Sokcho on Monday. The problem is that a good share of Sokcho's leading indoor facilities are regularly closed on Mondays.
- 부엉이전시관(해피아울하우스) — Closed every Monday. Adults 7,000 KRW, students 6,000 KRW. Don't go tomorrow just because it was busy today.
- National Mountain Museum (국립산악박물관) (3054 Misiryeong-ro) — Closed every Monday. Normally 09:00–18:00, admission free. It is the number one shelter on a rainy day, but you can't use it on Monday.
- Sokcho City Museum (속초시립박물관) — Closed every Monday. From March to October it operates 09:00–18:00.
- Sokcho Displaced Persons Culture Village (속초실향민문화촌) — It is operated together with the city museum on the same grounds, so its closing days are the same.
That means the four most-searched 'indoor course' spots for a Sokcho trip all close on the same day. The common route of climbing Seoraksan (설악산) in the morning and finishing at a museum in the afternoon does not work tomorrow.
So Where Should You Go on Monday?
Fortunately, there are places that run with no closing day. You can build tomorrow's schedule around these.
- Sokcho Expo Tower (속초 엑스포타워) — Open year-round, until 22:00 (last admission 21:30). Adults 2,500 KRW, children 1,500 KRW. You can fit Cheongchoho (청초호) and the Seorak ridgeline into one frame, so it is good value in the evening hours. In fact, you could go tonight, right now.
- Sokcho Lighthouse Observatory (속초등대전망대) and Yeonggeumjeong (영금정) — Open year-round. The access road is open 06:00–20:00 in the summer season (April–October), and the exhibition room and observatory are open 09:00–18:00. Free.
- Cheoksan Foot Bath Park (척산족욕공원) — 09:00–17:30 from May to October, with both admission and parking free. It is a place where you soak your feet in hot spring water rising up from underground, which makes it perfect as a leg-loosening course the day after walking down from Seoraksan.
- Seoraksan Cable Car (Gwongeumseong, 권금성) — It does not take advance reservations; same-day on-site ticketing only. Operating hours change every day with the weather and the season, so be sure to check the notice at the top of the official website before you set out.
- 속초관광수산시장 (Sokcho Gwangwang Susan Sijang) — A 'car-free street' has been in effect since July. On the Jungang-ro 147beon-gil and Jungangsijang-ro sections, vehicle traffic is restricted daily from 10:00 to 18:00, so if you bring a car you will need to use a nearby public parking lot during those hours. It is 19:00 now, so the restriction has been lifted.
The Roads In Tonight: All Three Routes Are Blocked
As of 7 p.m., the roads into Sokcho are Misiryeong-ro (toward Seoul) congested, Donghae-daero (coast and downtown) congested, and Seoraksan-ro (toward Seorak) slow-moving. On a Sunday evening you might think only the outgoing cars would be many, but in Sokcho the cars going out and the cars coming in use the same roads, so both directions slow down at the same time.
There is one more thing to take care of. According to the Korea Meteorological Administration's short-term outlook, for the time being the difference between daytime and nighttime temperatures will be a large 10–15°C, mainly inland, and there will be places in the Gangwon mountains with dense fog with visibility under 200 m. The Sokcho coast has a high of 25°C and a low of 19°C, so the daily swing is not large, but the stretches coming over Misiryeong and Hangyeryeong (한계령) are a different story. If you are crossing the mountains at night, use fog lights instead of high beams, and leave twice your usual distance from the car ahead. Waves of 0.3 m and a water temperature of 23.7°C are quite mild conditions for mid-September. That said, the beaches have already closed for the season and there are no safety staff, so it is right to think in terms of coastal walks and photos of the rocky shore rather than getting in the water. Tomorrow's low tide is at 11:01, so the rock areas around Yeonggeumjeong and Oeongchi (외옹치) are exposed at their widest in the late morning. That is the best time of day for taking photos.

Just submit that day's receipt at the refund booth inside the market. 도래미시장 (Doraemi Sijang) in Wonju (원주) and 황지자유시장 (Hwangji Jayu Sijang) in Taebaek (태백) are holding it as well.
- Chuseok holiday D-11 — This year Chuseok itself falls on Friday, September 25, and the holiday runs from Thursday, September 24 to Saturday, September 26. With Sunday attached at the end it is effectively four days, so both accommodation and the roads will be in a different phase than now.
- The 61st Seorak Cultural Festival D-19 — Held from Friday, October 2 to Sunday, October 4 around the Expo Lawn Plaza and Seorak Rodeo Street (설악로데오거리), under the theme 'Seorak, Colored Together'. A street parade, performances by local artists and traditional folk-game experiences continue for three days.
To sum up, tonight the 워터피아 Night Spa and Sokcho Expo Tower are open, and tomorrow, Monday, four museums close, but in their place the cable car, the lighthouse observatory and Cheoksan Foot Bath Park keep running just as they are.
