But more important than the amount of rain is the fact that the chance of precipitation is 100%. If you are planning anything outdoors today, an umbrella is not optional — it is basic.
Here is the practical advice for those traveling here. Rain in Sokcho in late August often passes quickly like a shower, but once you get wet, you don't dry off. The humidity is high, so your clothes stay damp all day. Keep a spare set of clothes and slippers at your accommodation, and if you plan to head to the beach, be sure to bring a waterproof pouch.
You only have nine hours to get in the water today
The water temperature off Sokcho is currently 25.9°C, with waves at 0.8 m. The water is still warm enough to go in. It is more than 10 degrees below body temperature, so it feels cool at first, but after five minutes you adjust. The problem is the wave height. Earlier this week the sea was calm, moving between 0.2 and 0.5 m; now it has risen to 0.8 m. That is waves at adult thigh height rolling in continuously — enough to push a child on a tube sideways in an instant.
Deungdae Beach operates from 9 a.m. to 6 p.m. In other words, the time you can be in the water today with lifeguards on duty is exactly nine hours. Before and after that, it is just the sea, not a swimming beach.
You should also check today's tides. In Sokcho today it is 9-mul (9물), and the times are as follows.

Accidents happen at beaches that have closed
Recently there was a tragic accident in the waters off Sokcho in which a person in their 30s died while snorkeling. It is a pattern that repeats every year around this time. When a beach closes, people don't disappear — they simply move to places with no lifeguards. The water is still warm in the 25-degree range, it is quiet with few people, and the photos come out well. So they go in beside breakwaters, onto rocky shores, onto nameless stretches of sand.
Please remember. Today and tomorrow, the only water in Sokcho watched over by lifeguards is Deungdae Beach, one single place. And from Monday, August 31, not one such stretch of water will be left anywhere in Sokcho. The sea after closing is a sea to look at, not a sea to enter — please keep that in mind, especially those of you here with children.
It's 1 a.m. and six places are 'very crowded'

In fact, the character of the list is clearly different from last week. Sokcho Beach, which has closed, is still on the list, and ports like Dongmyeong Port and Jangsa Port and indoor attractions such as 부엉이전시관 appear side by side. It is the result of people who can no longer get in the water shifting toward breakwater walks, indoor sights, and a plate of raw fish.
As a practical tip for this rainy day, moving early in the morning is overwhelmingly to your advantage. If you go to 속초관광수산시장 between 9 and 10 a.m., the line for dakgangjeong is short and you can find parking. The market's recently introduced timed 'car-free street' has been well received, and during the hours when vehicles are restricted it is actually easier to walk around with an umbrella. That said, if you are bringing a car, it is more comfortable to check the restricted hours in advance and park in a nearby public lot.
Three access roads have not been flowing well since before dawn

Three arteries under pressure at the same time at 1 a.m. on a Saturday means the cars that set out on Friday night still haven't all cleared. There is a strong chance the same stretches will jam repeatedly during the day today. If you are coming into Sokcho today, aim to arrive before 11 a.m.; if you are heading out tomorrow, split it into either early morning or after 8 p.m. On a day with rain on top of it, a single tap of the brakes noticeably lengthens the queue.
There is a major indoor event in Sokcho today
It would be incomplete to talk only about the sea, because there is one more important item on Sokcho's schedule today. The 2026 High School Credit System Expo for Middle School Students is being held today, Saturday, August 29, at 속초청소년수련관 (Sokcho Youth Center). It is an event the Gangwon State Office of Education (강원특별자치도교육청) is holding across four regions of the province, and the first of them is right here in Sokcho.

For parents of middle school students in Sokcho, Goseong (고성) and Yangyang (양양), this could be the most substantial thing to do on a rainy day like today. The remaining regions follow in order: Chuncheon (춘천) on September 5, Gangneung (강릉) on September 12, and Wonju (원주) on September 19.

Summer ending doesn't mean Sokcho's calendar goes empty. On September 19, the madang play '쪽빛황혼' (Jjokbit Hwanghon) will be performed in Sokcho, with a 50% discount for residents of the Seorak area. For locals, that is a fairly worthwhile benefit. And the place that quietly set a record in Sokcho this summer was not the sea but indoors. Summer visitors to the Sokcho Municipal Museum (속초시립박물관) reached 26,000, up 32% from last year, and 'Art Box' (아트박스), the children's cultural performance by the Sokcho Culture & Tourism Foundation (속초문화관광재단), sold out again and again all through August. The claim that there is nowhere to go on a rainy day does not apply to Sokcho this year, at least.
