Hello, this is 속초어때 (Sokcho Eottae). Right now in Sokcho (속초) it is 4 a.m. on Thursday, August 27. The temperature is 23°C and the sky is partly cloudy, but today's chance of rain is 98%. That combination — few clouds and a 98% chance of rain — may look strange, but it is because these are two separate values: the state of the sky at this exact moment, and the likelihood of precipitation across the whole day. Put simply, it means it isn't raining now, but it is almost certain to rain at some point today.
And there is one fact that matters most in Sokcho this morning. Only one weekend is now left when you can officially go into the sea in Sokcho. Saturday, August 29 and Sunday, August 30 — exactly two days.

The numbers to watch here are the air temperature of 23°C and the water temperature of 26°C. The sea is 3 degrees warmer than the air. In early and mid-August the air climbed to 31–33°C, which made the water feel cool, but right now it is the opposite. The water actually feels mild, and the moment you step out of it is far colder. This is where people coming with children make their most common mistake at this time of year. The water is warm, so the child won't come out, and when they finally do their lips turn blue. Not one big towel, but two dry towels and a windbreaker — that is the basic kit for late-August water play in the East Sea (동해).
The tide is 7-mul. That said, unlike the West Sea (서해), the East Sea coast has almost no tidal range. Today's difference in height between high and low tide is only about 20–30 cm. So in Sokcho, what you should look at is not the tide but the wave height and rip currents. Today's wave height of 0.6 m is fine for swimming, but if the wind strengthens for a moment as a rain cloud passes through, the waves you actually feel will be different. If a lifeguard's whistle blows, the right move is to get out first and ask why later.
Sunrise is at 05:51. But with today's chance of rain at 98%, the odds of seeing the sun come up over the horizon from Yeonggeumjeong (영금정) or the Oeongchi Badahyanggi-ro (외옹치 바다향기로) trail are honestly low. Still, if you woke up at dawn, don't be disappointed. The Sokcho sea on an overcast morning just before the rain has almost no people, and nothing is left but the sound of the waves. The photos won't come out, but today is actually a good day for a walk.
Why This Weekend Is the Last One
On August 23, the city of Sokcho ended operations at three beaches: Sokcho, Oeongchi (외옹치) and Cheongho. Only Deungdae Beach (등대해수욕장) has been extended by one week and is operating through Sunday, August 30. The reasons for the extension were that its shallow water and relatively calm waves draw many family visitors, and that demand for water play continues through the end of August.
So, as of today, here is the summary.
- Where you can enter the water in Sokcho with lifeguards on duty: Deungdae Beach, and nowhere else
- Days left: today (the 27th), the 28th, the 29th and the 30th — four days in total
- Of those, the only weekend days are Saturday the 29th and Sunday the 30th
- Night opening has already ended, so entering the water is possible only during daytime hours
Many people ask, 'Can't I just go in anyway in September?' But after the closing, the situation changes completely. Access to the sand itself is not blocked, but the safety management system and the amenities are wound down in stages, so from the moment you enter the water it is entirely your own responsibility. Facilities such as parasols, showers and changing rooms are reduced as well. If you are coming with a child, it means this weekend is the last chance to play in a managed sea.
It's 4 a.m. and Three Access Roads Are Slow
Right now the roads into Sokcho are estimated as Misiryeong-ro (toward Seoul) slow, Donghae-daero (coast and downtown) slow, and Seoraksan-ro (toward Seorak) slow — all three directions slow. It is not common for all three corridors to slow down at the same time at 4 a.m. on a weekday.
There are two reasons for it. First, on a day when rain is certain, the road surface starts to get wet before dawn and actual travel speeds drop noticeably. On the Misiryeong Tunnel stretch and Seoraksan-ro in particular, when fog is added on top, effective speeds fall sharply. Second, the pre-dawn hours of the last weekday week of August are the time slot when cars coming down early ahead of the weekend overlap with early-morning fishing and freight traffic.
Here are some practical tips.
- If you have already set out, the road surface is likely to be wet once you pass through the Misiryeong Tunnel. Reduce your speed in advance on the downhill as you exit the tunnel. The reason accidents repeat on this stretch every year is the difference in road surface conditions inside and outside the tunnel.
- If you are coming straight downtown, the inner city roads are often better than the coastal section of Donghae-daero. On the coastal road, visibility is hard to secure in the rain, and tourist vehicles frequently slow down and stop.
- Toward Seoraksan (설악산), traffic actually builds in the morning on days like today with a high chance of rain. That is because travelers whose sea plans fall through choose the mountain as an alternative. If you are going to Seorak-dong, we recommend entering before 9 a.m.
For reference, the road conditions above are real-time estimates. Checking once more right before you leave is the most accurate approach. 속초어때 also lays out access roads and congestion at major attractions by time slot, so a quick look before you set off makes planning your route much easier.
On a Rainy Day, Start by Checking Where the Crowds Already Are
As of this morning, the places registering high congestion are as follows.
- Very congested: Daepo Port Observatory, Oeongchi Port
- Congested: Cheongcho Lake (청초호), 한화리조트 설악 워터피아 (Hanwha Resort Seorak Waterpia), Sokcho Port, 석봉도자기미술관 (Seokbong Dojagi Misulgwan)
Of the six, only two are purely outdoor seaside spots; the rest are indoors or have a corner where you can get out of the rain. It is a picture that shows exactly where the flow of people in Sokcho goes on a day with a high chance of rain.
In particular, 석봉도자기미술관 is an option with high satisfaction on a rainy day. It is not a place where you only look at ceramics and leave — you can try making them yourself, so a family with children can fill two or three hours well. The hands-on program has a limit on numbers, though, so it is best to call and check availability before you arrive.
Waterpia is the most predictable choice on a day like today. An outdoor sea plan collapses entirely when it rains, but the indoor and outdoor heated pools keep operating even in the rain. Many people even say the outdoor lazy river is quieter and more relaxed on rainy days.
If you want to walk, we recommend 속초관광수산시장 (Sokcho Gwangwang Susan Sijang). The recent time-limited 'car-free street' program has been well received and vehicle traffic has genuinely decreased, and with its arcade sections there is a fair stretch where you can fold up your umbrella. A course that works through dakgangjeong, ojingeo sundae and ssiat hotteok in turn on a rainy morning is a solid answer for residents as well as travelers.
What to Take Care of Today If You're Preparing for September
Summer is ending, but September in Sokcho is actually a month that requires advance booking. What is worth securing at this point is the madanggeuk outdoor play '쪽빛황혼 (Jjokbit Hwanghon)'.

It is a madanggeuk that three generations can watch together, so it is good for bringing your parents along. Booking has already started, so if you were thinking of visiting Sokcho in the third week of September, we recommend checking sometime today. Given that the children's cultural performance '아트박스 (Art Box)' kept selling out all through August, the days when you could take your time over tickets to local performances seem to be over.
In addition, the place that quietly set a record in Sokcho this summer was the Sokcho Municipal Museum. Summer visitors numbered 26,000, up 32% from last year. It also means that there were that many people looking for somewhere to go on rainy days.
How to Use Today, Hour by Hour
