That means people are still at Daepo Port even under umbrellas.

Tonight's Crowd at Daepo Port Isn't About the Weather
Daepo Port is normally a place where crowds shrink when it rains, since the outdoor fried-food alley and the breakwater walk are the main draws. Even so, there's a reason it's registering as congested tonight. These days, Daepo Port is the place in Sokcho generating the most news.
Eleven national fishing ports nationwide applied to the Ministry of Oceans and Fisheries' 'National Hub Fishing Port Development Project' open call, which began this February, and after document and on-site evaluations, only three remain as preliminary candidate ports: Daepo Port in Sokcho, Janggo Port in Dangjin, Chungcheongnam-do, and Seomang Port in Jindo, Jeollanam-do. Gangwon State and the City of Sokcho submitted a specialized development plan worth 89.7 billion KRW in total project cost, aiming to grow Daepo Port into a marine, fisheries, and tourism hub for the East Coast region, and the review gave high marks to its 'potential for mixed-use development layering tourism, distribution, and processing on top of fisheries functions.'
What matters is the timeline. After consultation on the master plan, the final selection announcement is scheduled for this September. On the 3rd, Sokcho Mayor Lee Byung-sun personally visited the Ministry of Oceans and Fisheries to request the project's final selection. In other words, the city is crossing the last threshold with a one-in-three chance.
What Changes at Daepo Port If It Becomes a Hub Fishing Port
If you visit Daepo Port often, you already know the pain points. On weekends there's nowhere to park; the spaces for buying live fish, for eating, and for walking are all tangled together; and when it rains, there's nowhere obvious to go. The national hub fishing port project is precisely about fixing that structure. Rather than keeping only the port function for fishing boats coming and going, it bundles distribution and processing facilities together with tourism functions inside a single port, so if selected, the port would be reorganized so that auction, processing, sales, and staying all connect along one flow.
For travelers, that means a 'port you can go to even in the rain'; for residents, it means more stages of cleaning and processing the catch for sale within Sokcho. Sokcho already draws around 26 million tourists a year, yet the port itself has been structured so that people eat one raw-fish meal and leave within 30 minutes. The direction now is toward increasing the length of stay.
Daepo Port Isn't the Only News from the Sea
Mayor Lee Byung-sun brought three requests to the Ministry of Oceans and Fisheries on the 3rd.

- Facility improvements at the Sokcho Port International Passenger Terminal
- Creation of a waterfront space in the Yeongnang-dong coastal area — a plan to widen roads and create walking space in connection with the Yeongnang-dong Coast 2 and Jangsa district coastal maintenance projects the Ministry is pursuing. Parts of the Yeongnang-dong coastal road have no sidewalk at all and operate as one-way, leaving sections where pedestrians and cars share the same road.
One more item: at a forum hosted by the Ministry of Culture, Sports and Tourism held at Yangyang International Airport on the 7th, the City of Sokcho proposed creating a shuttle bus exclusively for foreign tourists that would circle major tourist sites in the Gangwon region, including the Yangyang Airport–Sokcho route. The idea is to run it flexibly in line with flight times and to place multilingual route maps and timetables at the airport and at major boarding and alighting points. If realized, foreign travelers landing at the airport could come straight into Sokcho without a rental car or taxi. In short, Sokcho is currently working on 'the way in by sea' and 'the way in by air' at the same time.
Tonight and Tomorrow Morning: A Practical Guide
First, tonight. The rain is expected to continue all night, and wave height is forecast to hold at 2.4–2.5 m until around midnight. Waves in the 2 m range may look impressive from the beach, but in reality that's a height at which you must absolutely not climb onto breakwaters or tetrapods. A considerable share of Sokcho's sea accidents happen not inside swimming beaches but on port breakwaters and shore rocks. On a night like tonight, I don't recommend heading out to photograph the breakwaters at Daepo Port or Oeongchi. Wet tetrapods give shoe soles nothing to hold on to.
Tomorrow (Wednesday the 9th), the morning is the tough part. Rain continues from morning into the early afternoon, and fairly heavy rain of around 6 mm per hour is forecast around 9 a.m. That overlaps exactly with the school and commute hours, so bring a large umbrella, and if you're driving, allow about 10 minutes more than usual on the approaches to Jungang-ro and Donghae-daero. Temperatures will be 16–23°C, slightly cooler than today. A single short-sleeved shirt will feel chilly morning and evening, so pack a light outer layer as well.
The sea, on the other hand, calms down as tomorrow afternoon approaches. Wave height drops into the 1 m range, so around tomorrow's 7:11 a.m. low tide, when the water pulls back the most, walking the coastal paths near Oeongchi and Yeongnangho gets much easier. In the afternoon, once the rain stops, it's the stretch when the water is receding again after high tide (1:10 p.m.), so tide pools near the shore rocks show up well. If you're with children, this is a good time slot.
How to Do Daepo Port on a Rainy Day Without Wasting the Trip
If you're going to Daepo Port anyway, the order matters.
- Start with 대포1공영주차장 (Daepo 1 Public Parking Lot) — Parking along the road inside the port creates congestion, especially on rainy days. Parking at the public lot and walking in ends up faster.
- Outdoor food closes early in the evening — Stall-type shops like those in the fried-food alley generally start packing up around 9 p.m. At this hour today, they've either closed or are closing. Many indoor live-fish centers stay open until around 10 p.m., but it varies by business, so if you're going late, I recommend making a phone call before setting out.
- If you're buying raw fish, ask about the table-setting fee first — Since the setup is that you pick a live fish and then move to a 초장집 (chojangjip) to eat it, if you don't check the per-person table-setting fee in advance, the bill will differ from what you expected. These days most places post it on a sign, but asking is the sure way.
- Supply fluctuates on high-wave days — If waves in the 2 m range persist, small fishing boat operations decrease and the variety of live fish can be more limited than usual. If there's a specific species you really want to eat, check ahead.
Sokcho This Week: Dates to Keep in Mind
Once the rain passes, the Chuseok preparation period begins right away. Here's a short rundown of this week and early next month.
- Friday, September 11: seafood direct market '해뜰날 (Haetteulnal)' — From 10 a.m. to 4 p.m. at the event area of 속초농협 하나로마트 엑스포점 (Sokcho Nonghyup Hanaro Mart Expo Branch). Six local seafood processing companies will sell 오징어순대 (ojingeo sundae), 젓갈 (jeotgal), and semi-dried seafood at 20–50% off. Purchases of 50,000 KRW or more come with domestic 초사리 미역 (chosari miyeok) for the first 150 customers.
- October 2–4: the 61st Sokcho Seorak Cultural Festival (설악문화제) — That's D-24 as of today.
